In an first-rate session convened on November 24, 2023, the Council of the Nyabihanga commune in Mwaro Province has known as for the immediate suspension of Administrator Gérard Nizigiyimana from his obligations. The decision, outlined in a verbal exchange, cites accusations which includes "fake representation of the commune, embezzlement of communal finances, top notch incompetence in administrative and monetary governance of the commune."
The Council, adhering to the provisions of natural law N°1/four/2020 of February 19, 2020, which changed positive aspects of communal administration regulation N°1/33 of November 28, 2014, took into consideration the interim report with the aid of the Ministry of Interior's General Inspection. This file, carried out within the Nyabihanga commune from October 17 to October 20, 2023, highlighted serious allegations in opposition to Administrator Nizigiyimana.
Among the prices leveled towards Mr. Gérard Nizigiyimana are:
1. False representation and misuse of the commune's call.
2. Embezzlement of Nyabihanga commune price range.
3. Demonstrated incompetence inside the administrative and financial management of the Nyabihanga commune.
4. Scandalous behavior posing a hazard to the commune's economic system.
Referring to Articles 21, 22 and 23 of the aforementioned Biodiversity Act, the Nyabihang Local Council unanimously removed Mr. Nizigiyimana. The council has formally requested the immediate suspension of Mr Nizigiyimana as state trustee and recommended that his outstanding funds be immediately refunded to the state treasury.
Additionally, Council requests that the Superintendent turn over the keys to the office and vehicle to the Permanent Secretary-General. In the event of non-compliance by this man of ours, the Commune reserves the right to institute legal proceedings for these serious violations.
In response to the manager’s resignation, the council asked the authorities concerned with this issue to appoint a temporary replacement to run the city’s operations until a new manager is democratically elected. In addition, the Council approves the replacement of the Technical Performance Consultant and Area Accountant based on the criteria outlined in the Performance Plan Document.
